This was part of the Heroes Reborn aftermath. When the Earth was threatened by Onslaught, Franklin Richards created a pocket universe that duplicated the Earth. The heroes were brought here to save their lives until the Celestials came to destroy this pocket dimension or the Earth it was based upon. The heroes saved both worlds by returning to their original dimension and that Earth. What was left was the people left behind original to this pocket "Heroes Reborn" Earth. We see Rebel, the person who first tested the prototype Iron Man (Prometheus) armor, first thought dead and found later to help the heroes. This Rebel is now a Cowboy Vigilante wearing parts of the Iron Man armor going about righting the wrongs in this world.
