Iron Man gets one Blood Brother forced into the Vault-Like cell of Ryker's Island Ultra Security Section. We find out that the other 
Blood Brother is in a similar cell at McGuire Air Force Base. With Iron Man's repulsors and boot jets damaged, he uses his jet skates for transportation. We see the Controller has revived and has some mental slaves with the bums, winos, addicts, and derelicts that he is using his controlling discs on. We get a backstory on the Controller, Basil Sandhurst who caught in a lab fire left him scared and crippled. He created a full body exoskeleton that worked on the mental energy of others. A suspicious fire breaks out at the plant. Iron Man saves the day. Beast calls and lets Tony know that the location of the fight was where the Controller was lost. He goes to investigate. Iron Man finds many slaves in a truck, and the Controller attacks. Iron Man captures the Controller by wrapping him in a steel girder. Then, the Scrounger, starts producing a vast amount of discs.
